The Capital Expenditures Planning Committee (CEPC) is established under Section 6-6 of the Town Charter. The Capital Improvement Program is developed by the Town Manager and based on material prepared by the Capital Expenditures Planning Committee, including:
- A clear, concise general summary of its contents;
- A list of the capital improvements proposed to be undertaken during the next ensuing 5 years with supporting information as to the need for each such capital improvement; and
- The cost estimates, methods of financing and recommended time schedules for each improvement.
The Comprehensive Fiscal Management Policies include a section on the Town's Capital Planning Policy and the process followed by this committee.
This seven member committee consists of the Treasurer/Collector, two members who are appointed by the Town Moderator for three year terms and representation from other boards/committees.
