Class I, Class II, & Class III Dealer's License
The ability to engage in the principal business of buying, selling, exchanging, and trading automotive vehicles in the Commonwealth of Massachusetts is mandated by statutes covered under Massachusetts General Laws Title 20, Chapter 140, Sections 57 through 69.
There are three categories of licenses: Class I (new), Class II (used, pre-owned), and Class III (salvage). In the chart below, please find the required documents for any applicant for these licenses. Only complete applications will be processed. The Select Board is the license granting authority and a hearing for all new and amended licenses is scheduled once completed applications are received.
Class I Dealer's License Documents
- Cover letter explaining the request (including a description of the establishment and its basic operation, including any significant details that are not provided in the application form)
- Application (PDF) - to buy, sell, exchange, and assemble motor vehicles
- Site plan that depicts the layout of the lot with clearly marked parking spots for display vehicles, storage vehicles, and customer and employee parking. The number of parking spots on the site plan must equal the number of proposed parking spots.
- Manufacturer's Sales and Service Agreement must be fully executed.
- On-Site Automobile Affidavit (PDF)
- Tax Certification Statement
- Workers' Compensation Insurance Affidavit
- $100 License Fee, plus costs related to legal advertisement and notification of abutters
Class 2 Dealer's License Documents
- Cover letter explaining the request (including a description of the establishment and its basic operation, including any significant details that are not provided in the application form)
- Application (PDF) to buy, sell, exchange, and assemble motor vehicles
- Site Plan that depicts the layout of the lot with clearly marked parking spots for display vehicles, storage vehicles, and customer and employee parking. The number of parking spots on the site plan must equal the number of proposed parking spots.
- Repair Facility Access (PDF) sufficient to satisfy warranty repair obligations imposed by MGL 90 §7N¼ (i.e. either a testament to an on-site facility or a signed agreement to provide warranty repair services with an off-site facility)
- Second-Hand Dealer's $25,000 Bond executed by a surety company authorized to conduct business in Massachusetts) and a
- Power of Attorney
- CORI Request Application
- On-Site Automobile Affidavit (PDF)

Class 3 Dealer’s License Documents
