Common Victualler (ComVic)

A Common Victualler's license is governed by Massachusetts General Law Title 20, Chapter 140 Section 21E.

Any operation that dispenses food and/or beverage in which the purchaser would then consume the product on the premises is required to have a Common Victualler's license.

This is an annual permit issued under the authority of the Town Manager and they are valid from January 1 to December 31st of a calendar year. The following items must be received in the Town Manager's office in order to apply for this permit; only complete applications will be processed:

New License Application Materials

  • Cover letter explaining the request (including a description of the establishment and its basic operation, including any significant details that are not provided in the application form)
  • General Permit Application (PDF)
  • Tax Certification Statement (PDF)
  • Workers' Comp. Insurance Affidavit
  • 1 copy of the floor plan reduced to an 8 ½" x 11" image (required - can be hand drawn)
  • Check for $50 made payable to the Town of Westborough
